Adjust oven rack to the center position. Preheat oven to 350 degrees F. Lightly grease a 9-x13-inch pan with nonstick spray; set aside.
In the bowl of a stand mixer fitted with the paddle attachment, mix the flour, brown sugar, baking soda and salt. Add the butter and mix until the mixture resembles coarse meal. (Alternatively, you can use a food processor instead.)
In a separate small bowl, whisk together the honey, milk and vanilla. Add to the dry mixture and mix until a dough forms. Gently stir in the chocolate chips and ½ cup of the Mallow Bits.
Press the dough into the prepared pan and bake for 25 minutes. Remove pan from the oven and immediately sprinkle the remaining ½ cup Mallow Bits evenly over the top. Use your hand to gently press them in so they stick. Let cool completely before slicing into bars.
